When George Washington Charles Cotesworth Pinckney as the U.S. minister to France, France did not want to see him. Still Charles de Talleyrand did not want to se them unless they gave him a hefty bribery and gave France a large loan and a few more things. Pinckney (one of the US delegation memebers) said no. When the French demands reached the US this caused a great uproar and many called for war. When congress asked for the reports refarding the answers for the what happened in France. Adam handed them over but instead of their names he gave them a letter X, Y, and Z. Thus naming this the XYZ affair. Congress subseqeunt;y authorized many defense measures and created the Navy department and the construction of war ships. Then in July 1798 America was told to attack the French, making and undeclared naval war, reffered to as the Quasi-war. It was later settled in the Convention of 1800, also known as the Treaty of Mortefontaine, which was confirmed in 1801.
