In order to compromise the bill of rights was created which stated the rights of the people and the states. The federalist didn’t believe this was necessary because the constitution already stated the states rights, but the anti federalist were not going to budge unless the bill of rights was included. The Great compromise was also created to account for the slaves in the south. The south believed that they should have more representation in the congress due to the higher population when including the slaves than the north. To compromise every 5 slaves counted for 3 citizens, This was called the three-fifths compromise. This rule applied for the House of Rep where the amount of congressmen per state was based on population (favored by the south) , while the senate only allows 2 senators per state (favored by the north).
